About NCIHL
Our Mission
The National Committee on International Humanitarian Law (NCIHL) was established by decree 4382 on 21 June 2010. It is a national governmental committee chaired by the Deputy Prime Minister, with the Minister of Justice acting as deputy when necessary.

Tasked with overseeing the program and plan for implementing international humanitarian law at the national level, specifically:
Drafting legislative and administrative texts to align Lebanese legislations with international humanitarian law.
Coordinating with ministries, public institutions, universities, schools, and civil society organizations to promote, implement, and integrate the law on a national level.
Developing an annual work plan that includes the necessary measures and procedures to disseminate the law and ensure its proper implementation in coordination with the executive authority.
Exchanging information and expertise with unions, associations, humanitarian organizations, and similar committees in Arab and foreign countries.
Monitoring and documenting violations of international humanitarian law at the national level and submitting annual and urgent reports to the Presidency of the Council of Ministers.

Purpose
Many states have created national inter-ministerial working groups, often called committees for the implementation of IHL or national IHL committees or commissions. Their purpose is to advise and assist the government in implementing and spreading knowledge of IHL. Setting up national IHL committees is recognized as an important step in ensuring the effective application of IHL, and was advocated by the Intergovernmental Group of Experts for the Protection of War Victims and adopted by the 26th International Conference of the Red Cross and Red Crescent (Geneva, 1995).
